Assets are precompile even if no changes were made. According to this this shouldn’t happen.

If nothing changes in assets (images, logos, javascripts) it should not compile them again. Basically, it looks for a hash created based on current assets and compare it with last hash if the hashes are different it will compile again. So if you run bundle exec rake asset:precompile locally multiple times you shouldn’t get different hashes. If you get different hashes, the issue is somewhere in your code config.
